Voluntary Separation Incentive Program (VSIP) for FERP, PRTB, and 1.0 Lecturer Faculty

Program Information

As part of an effort to reduce the structural budget deficit, San Francisco State University (SFSU) is implementing a VOLUNTARY SEPARATION INCENTIVE PROGRAM (VSIP) specifically intended to encourage eligible Faculty Early Retirement Program (FERP) faculty, Pre-Retirement Time Base (PRTB) faculty and 1.0 Lecturer* faculty to voluntarily separate with severance on June 30, 2026.

This is a one-time, non-precedent setting program. SFSU FERP. PRTB and 1.0 Lecturer faculty interested in participating in the VSIP should carefully read the TERMS AND CONDITIONSAPPLICATION (Exhibit 1) and SEPARATION AGREEMENT & RELEASE FORM (Appendix 2) and submit the application no later than 5:00 pm PST on Friday, May 29, 2026.

Eligibility:

FERP faculty, PRTB faculty and 1.0 Lecturer* faculty participating in the program must be retirement eligible, with at least five (5) or more years of service at SFSU as of June 30, 2026, although employees are not required to retire to participate in the program. To determine your eligibility, please contact CalPERS at 1 888-CalPERS (1888-225-7377). Human Resources is not authorized to determine CalPERS eligibility. 

Severance:

FERP, PRTB, and 1.0 Lecturer* faculty who voluntarily separate by June 30, 2026 as part of the VSIP will be offered severance pay. In exchange for voluntarily separating and executing the separation agreement (which includes a release of all claims), they will receive an amount as noted below based on the employee category:

  • FERP faculty: 50% of employee’s FERP salary for those FERP faculty with FERP end dates in 2027 and 2028; 75% of employee’s FERP salary for those FERP faculty with FERP end dates in 2029 and 2030.
  • PRTB faculty: 90% of employee’s base PRTB salary, up to $55,000
  • 1.0 Lecturer*: 50% of employee’s base annual salary, up to a maximum of $75,000.

Severance pay is calculated using the employee’s monthly base salary at the time of the application deadline by 5:00 PM PST on May 29, 2026.

Severance Payment Options: 

Employees, after receiving approval to participate in the VSIP and after signing the SEPARATION AGREEMENT & RELEASE, may opt for either of the payment options below:

Option 1: Employee shall receive 100% of the calculated severance amount in a lump sum payment issued on the employee’s final day of employment June 2026).

Option 2: The employee shall receive fifty percent (50%) of the calculated severance amount in a lump-sum payment issued on the employee’s final day of employment (June 2026), with the remaining fifty percent (50%) to be issued in a lump-sum payment during the first week of the following calendar year (January 2027).

Application Timeline:

  • April 23, 2026-May 29, 2026, for June 30, 2026 separation/retirement date

The application will be available via AdobeSign and any mailed applications must be postmarked by 5:00 PM PST on May 29, 2026 for a June 30, 2026 separation/retirement date. Please note that the University will be unable to consider applications received after the dates provided above. 

Please see below for the workflow instructions: 

  1. Go to SF Adobe Sign
  2. Enter your SFSU email address at the Email field and then click into the Password. 
  3. Authenticate with your SFSU credentials.
  4. On the Main Page, select “Start from Library”.
  5. In the pop‑up window, select “Workflows.” In the search bar, type “VSIP” to locate the workflow.
  6. Select the workflow and click “Start”.
  7. Enter you name at the Document Name field.
  8. Under Add recipients, enter you email address for the Employee.
  9. Click “Send now” to initiate the signing the process.

 

Approval Process:

Employees, after receiving approval to participate in the VSIP and after signing the Separation Agreement and Release, will receive severance payment based on your retirement date and one of the options selected above.
